UN human rights experts expressed serious concern over a series of harsh new legal and administrative measures adopted by the Royal Government of Cambodia, in response to the COVID-19 pandemic, that undermine fundamental human rights, including freedom of movement, peaceful assembly and the right to work.
“We are concerned that the administrative and penal measures including excessive prison sentences and fines provided in the law appear to be disproportionate and unwarranted. All measures taken to fight the pandemic, including possible punishments, should be necessary and proportionate and not be used excessively”, said the UN experts.

UN human rights experts today deplored the disproportionate prison terms handed to exiled senior leaders of the disbanded Cambodian National Rescue Party and called on the Government to protect freedoms of association and expression to ensure democratic processes and political activities. The UN experts said the entire process of the trial has been tainted with irregularities and clear breaches of international law, including that the trials were not public. They called on the Government to reinstate their political rights and ensure all political parties have equal opportunities to participate in political life.

The Cambodian government’s new National Internet Gateway will enable the government to increase online surveillance, censorship, and control of the internet that will seriously infringe on rights to free expression and privacy, Human Rights Watch said today.
On February 16, 2021, Prime Minister Hun Sen signed the sub-decree on the Establishment of the National Internet Gateway. The sub-decree requires all internet traffic in Cambodia to be routed through a regulatory body charged with monitoring online activity before it reaches users. It would allow for “blocking and disconnecting [of] all network connections that affect safety, national revenue, social order, dignity, culture, tradition and customs.” The grounds for action are both overbroad and not defined, permitting arbitrary and abusive application of blocking and disconnecting powers.

ambodia on Sunday received its first shipment of COVID-19 vaccine, a donation of 600,000 doses from China, the country’s biggest ally.
Prime Minister Hun Sen, his senior Cabinet members and Chinese Ambassador Wang Wentian were at Phnom Penh International Airport for a reception ceremony for the Sinopharm vaccine carried by a Chinese Air Force flight.
Hun Sen had announced that he would be the first person to be vaccinated, but backtracked last week, saying the Chinese-made Sinopharm vaccine was effective only for people aged between 18 and 59, while he is 68.
He said Sunday at the airport that he would urge younger members of his family, as well as top officials and generals under 60, to get vaccinated Wednesday as an example to the public.
China, were the virus was first found in late 2019, has been making such donations to several nations in what has been dubbed “vaccine diplomacy,” aimed especially at poorer countries like Cambodia

Vietnam is calling on neighboring Cambodia to reconsider its recent ban on imports of catfish, which includes pangasius from Vietnam.
Cambodia’s Ministry of Agriculture, Forestry, and Fisheries on 8 January announced a decision to suspend imports of four catfish species, including pangasius, from neighboring countries to protect local farmers, according to a statement from Vietnam’s Ministry of Industry and Trade.
Following Cambodia’s move, the Vietnam ministry has met with officials from Vietnamese provinces bordering Cambodia and relevant seafood exporters to discuss the situation. The ministry learned of Cambodia’s action only after catfish cargoes exported through Khanh Binh Border Gate in Vietnam’s An Giang Province failed to get through customs clearance in Cambodia and were sent back to Vietnam, it said.
