សម្ដេចពោធិសាលរាជ សឺន ឌៀប កើតនៅព.ស.២៣៩៩ គ.ស.១៨៥៥ នៅភូមិពងទឹកចាស់ ស្រុកពងទឹក ខេត្តឃ្លាំង ព្រះរាជាណាចក្រកម្ពុជា បច្ចុប្បន្នកម្ពុជាក្រោម (ភូមិពងទឹកចាស់ ឃុំញ៉ាមឡាង ស្រុកថាញ់ទ្រី ខេត្តសុកត្រាំង (យួនប្ដូរឈ្មោះខេត្ដឃ្លាំងទៅជាសុកត្រាំង)) ក្នុងក្រុមគ្រួសារជាអ្នកមានធូរធា បិតាឈ្មោះសឺន លក្ខណ៍ និងមាតាឈ្មោះនាង ពេជ្រ ដែលមានបងប្អូនរួមផ្ទៃទាំង ៤នាក់គឺ៖

លុះអាយុជាង ១០ឆ្នាំ មាតាបិតានាំកុមារឲ្យទៅសិក្សាអក្សរសាស្រ្តខ្មែរនៅក្នុងវត្តពេជ្រមង្គល នាភូមិវត្តពេជ្រ ស្រុកជ្រោយញ ខេត្តពលលាវ (បច្ចុប្បន្នភូមិវត្តពេជ្រ ឃុំវិញភឿក ទីរួមស្រុកវិញចូវ ខេត្តសុកត្រាំង)
អំពីសំណាក់ព្រះចៅអធិការ ពេលឃើញកុមារមាននិស្ស័យនឹងព្រះពុទ្ធសាសនា លោកអ្នកមានគុណក៏បានអនុញ្ញាតឲ្យកុមារចូលបួសជាសាមណេរទៅ។ ពេលដែលបានបួសហើយ លោកបានបន្តការ
សិក្សាភាសាបាលី និងភាសាបារាំង។ ក្រោយមកក៏បានលាចាកសិក្ខាជាគ្រហស្ថវិញ។ ពេលនោះលោកបានទៅសិក្សានៅមហាវិទ្យាល័យមួយនៅទីក្រុងព្រៃនគរឈ្មោះ Collège des Administrateurs Stagiaires de Saïgon រួចក៏បានធ្វើការជាមួយលោកសាស្ដាចារ្យ Étienne François Aymonier (អៃមូនីញ៉េរ) ជនជាតិបារាំង (កើតនៅព.ស.២៣៨៨ គ.ស.១៨៤៤ ស្លាប់នៅព.ស.២៤៧៣ គ.ស.១៩២៩) ជាអ្នកស្រាវជ្រាវអក្សរសាស្រ្តបាលី សំស្រ្កឹតនៅឥណ្ឌូចិន (ជាវិសេសនៅប្រទេសកម្ពុជា) នៅរវាងព.ស.២៤១៤ គ.ស.១៨៧០ លោកបានទទួលដំណែងជាអ្នកបកប្រែភាសាក្នុងអំណាច អាណានិគមនិយមបារាំងសែស ប្រចាំប្រទេសកម្ពុជា ហើយលោកមានទួនាទីសំខាន់ ទាំងផ្នែកនយោបាយ និងការស្រាវជ្រាវក្នុងទសវត្ស៍ចុងក្រោយនៃសត្តវត្ស៍ទី១៩គ្រិស្ដសករាជ។
ចាប់ពីព.ស.២៤០៧ គ.ស.១៨៦៣ ព្រះរាជាណាចក្រកម្ពុជា នៅក្រោមអាណានិគមនិយមបារាំង ហើយខេត្តនានានៅកម្ពុជាក្រោម (កូសាំងស៊ីន) វៀតណាមខាងត្បូងសព្វថ្ងៃមានដូចជា៖ មាត់ជ្រូក, ឃ្លាំង, ពលលាវ និងព្រះត្រពាំង ។ល។ បានឋិតនៅក្រោមការគ្រប់គ្រងរបស់រដ្ឋអំណាចនៅកូសាំងស៊ីន ជាហេតុនាំឲ្យមានទំនាស់វិបត្តិរវាងហ្លួងនរោត្តម និងរដ្ឋអំណាចបារាំង។
ព្រឹត្តិការណ៍មួយដែលគួរឲ្យលើកយកមកបញ្ជាក់នៅទីនេះផងដែរគឺនៅថ្ងៃទី១៧ ខែមិថុនា ព.ស.២៤២៨ គ.ស.១៨៨៤ លោក ឆាលឡេស ទូមសុង (Charles Antoine François Thomson) ទេសាភិបាលដែនកូសាំងស៊ីននៅ (ព្រៃនគរ) បានបញ្ជូនទាហានជើងទឹកមួយកងមានចំនួន ១០០នាក់ ទៅចតកប៉ាល់នៅចតុម្មុខ ហើយបានចូលក្នុងព្រះរាជវាំងទាំងកណ្ដាលអធ្រាត្រវេលាម៉ោង២២។ ពេលនោះប្រតិភូបារាំងម្នាក់បានបញ្ជាឲ្យដាស់ព្រះមហាក្សត្រព្រះបាទនរោត្តម ដែលកំពុងតែផ្ទុំលក់ ហើយបារាំងបានបង្ខិតបង្ខំឲ្យហ្លួងចុះហត្ថលេខាលើអនុសញ្ញា នានា។

In a Facebook post, Cambodia’s Prime Minister Hun Sen described the country’s first few drops of oil as “a blessing for Cambodia” and “an important first step”.
The project, which started pumping oil at the end of December, had been 15 years in the making and had suffered several false starts.
Hun Sen said oil production would be a boon for Cambodia’s economy from 2021 onwards and that revenues from the sector would be used to improve education and health.
Cambodia might well look with envy at some of its neighbours, with substantial oil industries that make a key contribution to government revenues.
But will its nascent oil sector be able to make a real difference to Cambodia’s economic future?
Hard times
The country could use a boost. It suffered a sharp economic downturn due to the Covid-19 pandemic, after two decades of strong growth.
