On 25 March 2009, the Human Rights Council appointed Mr Surya Prasad Subedi of Nepal to be the new Special Rapporteur on the human rights situation in Cambodia. The appointment was welcomed by Cambodia and Japan. Cambodia expressed its willingness to cooperate with the new mandate holder. In the past, it had been very critical of the previous mandate holder, Mr Yash Ghai.
The Council also elected four experts to serve on the Human Rights Council Advisory Committee. It was highly disappointing that States presented the same number of candidates as the number of vacant seats, thus effectively avoiding a competitive election. The Council appointed the following members: Mr Miguel Alfonso Martinez (Cuba); Mr Shiqui Chen (China); Ms Halina Warzazi (Morocco); and Mr Jean Ziegler (Switzerland). Mr Martinez, Mr Chen and Ms Warzazi were all long-time members of the former Sub-Commission on the Promotion and Protection of Human Rights.
